Temple post office employee accused of stealing gift cards, cash from mail

An employee of the Temple post office was summoned Thursday for allegedly opening incoming and outgoing mail, taking the contents if it was cash or a gift card and disposing the mail if it was a check.

Amanda Wentzell, 25, of Temple, was summoned on charges of theft by unauthorized taking, class D, and misuses of identification, class D. When she was interviewed at the post office by Detective Ken Charles, of the Franklin County Sheriff’s Office, she admitted to the crimes, Sheriff Scott Nichols said in a news release.

The sheriff’s investigation is ongoing, and the Office of the Inspector General of the U.S. Postal Service has been informed of the investigation, Nichols said in a news release. The sheriff’s office asked that any people who believe they are victims of the alleged postal crimes to contact Charles at 778-2680.

After receiving a complaint from a Temple resident in early July that their outgoing mail — which contained a gift card — had not reached its destination, Charles launched an investigation and discovered that Wentzell had activated the card.

When she was interviewed Thursday, Wentzell admitted the theft as well as another seven separate thefts allegedly involving small amounts of cash and other gift cards, according to the news release.

Wentzell told Charles that when she had opened mail hoping to find cash or a gift card and found a check, “it was her practice” to throw away the check rather than placing it pack in the mail.

It is not yet known how much money and how many gift cards Wentzell allegedly got though this process, Nichols said. The missing gift card that spurred the investigation was worth $100.

The population of Temple is about 530, according to the 2010 U.S. Census.

In its Thursday news release, the sheriff’s office provided a link to Wentzell’s Facebook page.

Last year, a former East Vassalboro postal worker was sentenced to three months in federal prison for stealing mail and embezzling postal money orders. In that case, Jason K. Stockmar, of Augusta, stole 25 to 30 pieces of customer mail, taking cash, checks and gift cards.

Police identify suspect in Waterville cemetery arson fires

WATERVILLE — Police have identified a suspect in a case involving two brush fires that were set in Pine Grove and St. Francis cemeteries Thursday on Grove Street in the city’s South End, according to Deputy police Chief Bill Bonney.

The fires were arson, a Class A felony punishable by up to 30 years in prison, Bonney said Friday.

“There is a suspect at this time, and Officer Steve Brame is working on that investigation,” Bonney said. “Brame is investigating, the fire marshal’s office has been consulted and Brame will conduct a follow up over the next week in an effort to make the case and make potential charges.”

After the fires were set, a person was seen fleeing the scene, Bonney said.

“Nobody saw the suspect start the fires, but the suspect was seen leaving the area,” he said.

The fires were put out quickly. The first fire was reported at 12:57 p.m. Thursday at the south end of Pine Grove Cemetery. A grounds crew from the city’s Parks and Recreation Department working in the cemetery saw smoke, hurried to it, discovered a pile of leaves and brush and called the fire department. Firefighters arrived quickly and put the fire out.

At 1:47 p.m., another fire was reported about 300 yards away in the adjacent St. Francis Cemetery, also at the south end of the cemetery, next to the woods. Two parks and recreation employees saw the fire, connected a hose to a nearby faucet and put the fire out before firefighters arrived. The 10-by-20-foot swath of brush that burned had been illegally dumped in the cemetery, according to cemetery director Mike Hebert, who was at the scene.

Bonney said Friday that arson is a serious crime and the cemetery fires could have spread quickly if they hadn’t been detected and extinguished.

“As dry as it’s been around here, the fire could have spread and there’s a lot of wooded area around the cemetery,” Bonney said. “Somebody could say, ‘Well it’s just a little brush fire,’ but the consequences of a little brush fire could quickly escalate and endanger people’s homes and properties and lives.”

New Sharon man injured, charged in car accident Thursday

NEW SHARON — A 19-year-old man was injured and charged Thursday night after his car went off the road and struck a tree while he was allegedly driving drunk on Starks Road.

Jaakob Lundy, 19, of New Sharon, suffered a possible head injury when his car went off the road, rolled over and struck a tree, pinning him inside the car until emergency officials arrived, according to a release from the Franklin County Sheriff’s Office.

Lundy was summoned on a charge operating under the influence. The release states that Lundy was traveling “too fast for road conditions” in his 2000 Honda Accord, around 10:40 p.m. Thursday.

After the accident, Franklin County dispatch received a report from the New Sharon Fire Chief that someone had gone to his home reporting the accident on Starks Road.

Two nearby Franklin County deputies went to the scene, where they found the car off the road with its roof up against a tree, the release states.

Lundy was not wearing his seatbelt at the time of the accident and was pinned in the car. He was removed from the car by the New Sharon Fire Department and placed on a backboard. He was taken to Franklin Memorial Hospital by NorthStar ambulance for a possible head injury. He was later transferred to Central Maine Medical Center in Lewiston.

Former Canaan youth ministry co-director indicted on child sex abuse charge

AUGUSTA — The former co-director of a youth ministry program in Canaan was indicted Friday on a charge of unlawful sexual contact that allegedly occurred with a child under the age of 12 between Sept. 1-Oct. 31, 2014, in Clinton.

Lucas Savage, 27, of Clinton is charged with a Class B crime, and a conviction can carry a prison term of up to 10 years.

Savage was previously charged with the same crime in a complaint, and rejected a plea deal in the case on July 14, which then sent it to the Kennebec County grand jury.

An indictment is not a determination of guilt, but it indicates that there is enough evidence to proceed with formal charges and a trial.

Savage’s attorney, Pamela Ames, said Friday she anticipates Savage pleading not guilty when he is arraigned on the indictment.

Savage was a co-director of Youth Haven Ministry at the time of his arrest on the charge in March 2016.

Youth Haven Ministry is a nonprofit group that provides free programs for children and teens, including weekly children’s and teen hangouts, classes and activities. The ministry is affiliated with, but not part of, the Canaan Calvary Church, which provided financial support to the ministry in the past.

Savage is currently free on $1,000 cash bail with conditions that allow him to have supervised contact with children under age 16.

“We made an offer (July 14) and it was rejected, so we have not settled the case,” said Maeghan Maloney, district attorney in Kennebec and Somerset counties.

According to a police affidavit filed in the case, the girl identified as the victim, now 11, told her mother that Savage “had put his hand down (her) pants” and left it there when she spent the night at his home. She said Savage had touched her inappropriately “about 30 times” and that the two had exchanged “secret kisses.”

The indictment says Savage intentionally subjected the girl to sexual contact.

Former Mount View High School teacher pleads not guilty to sex crime charges

A former math teacher at Mount View High School in Thorndike pleaded not guilty Friday to charges of unlawful sexual contact and unlawful sexual touching with a student at the school.

Aaron W. Clark, 37, of Etna, was charged with the Class D misdemeanors and arrested on June 8 at the Waldo County Sheriff’s Office in Belfast.

Clark was taken to Waldo County Jail and posted bail of $1,500. The bail came with the condition not to make contact with the alleged victim.

School officials went to the police after a parent complained about Clark, according to Assistant District Attorney Bill Entwisle.

The student had known Clark throughout their time at the school, Entwisle said. Clark resigned from his position at the high school, which he’d held since 2008, the day after he was charged.

Clark is scheduled to attend a dispositional conference on Aug. 23. The case could possibly go to trial from there.

If convicted, he could face up to 728 days in jail and a fine of up to $4,000. He would also be required to register as a sex offender.

Anson man charged in hit-and-run accident

An Anson man remained in jail Friday afternoon after police said he admitted to hitting two pedestrians in a hit-and-run accident earlier this month.

Larry L. Swett, 32, was arrested Wednesday and is charged with leaving the scene of a motor vehicle accident involving personal injury, a Class C felony, according to a press release from the Somerset County Sheriff’s Office. Sheriff Dale Lancaster said in an interview Friday his office is continuing to review the case with the Somerset County district attorney and more charges are possible.

The July 12 crash was reported just after midnight at the intersection of U.S. Route 201A and Preble Avenue in Anson and injured two people.

Both Alex and Jessica Conant were taken to Maine Medical Center in Portland, according to Lancaster, who said he did not have information Friday on their condition but said he believed that Alex Conant, 39, had been released from the hospital. Jessica Conant, 36, sustained more serious injuries, according to initial reports, and had initially been taken to Eastern Maine Medical Center in Bangor by LifeFlight helicopter.

A message left on the Portland hospital’s media relations line was not returned Friday afternoon.

On Wednesday, a Somerset County Sheriff’s Office detective spotted the vehicle involved in the accident, a black 1998 Buick Park Avenue, traveling on East Madison Road in Madison at around 3:30 p.m. and pulled the vehicle over, according to the press release.

Witness accounts had originally described the vehicle involved as a silver sport utility vehicle, but Lancaster said Friday that police were given conflicting reports and that the Park Avenue fits a more accurate description. The vehicle also had extensive damage to the front windshield, according to the release.

The car immediately pulled over when stopped by police and Swett told the detective that he had been hiding himself and the vehicle since the crash but he wanted to turn himself in to the sheriff’s office. Lancaster said Swett told police that he fled the scene because he panicked.

He is being held at the Somerset County Jail on $500 cash bail and is scheduled to appear in Skowhegan District Court on Sept. 21.

Pittston man allegedly stole underwear, sex books

AUGUSTA — An 18-year-old Pittston man is accused of burglarizing the home of a relative and stealing her underwear and sex books.

Shane M. Picard made an initial appearance on burglary and theft charges Friday via video link between the jail and the Capital Judicial Center. A judge set bail at $250 cash or $1,000 unsecured with a Maine Pretrial Services contract.

Picard was later released on bail from the Kennebec County jail.

Picard is accused of burglarizing the woman’s home on July 5, 2016.

According to an affidavit by Maine State Police Trooper Samuel Tlumac, the burglary was reported July 6.

“(The woman) stated she did not call the police the previous two times; however, enough is enough,” Tlumac wrote.

She told police that on July 5 she noticed that someone had gone through her closet, and discovered that items were missing.

Tlumac said he interviewed Picard, who denied being at the victim’s home.

However, Tlumac said he later found a witness who saw Picard’s car in the woman’s driveway on July 5, and that on July 19, the stolen underwear was located in Picard’s home.

Tlumac said he arrested Picard in Farmingdale on Wednesday on the burglary and theft charges.

Mental evaluation ordered for Augusta man after alleged assault of police officer

AUGUSTA — A judge on Friday ordered that an Augusta man recently charged with assaulting a police officer undergo evaluations of his competence and mental state.

Peter R. Stebbins, 28, was arrested on Wednesday afternoon after allegedly pushing one police officer in the chest and punching another in the face, Sgt. Christopher Shaw of the Augusta Police Department wrote in an affidavit.

Police charged Stebbins with assaulting an officer and refusing to submit to arrest after the alleged tussle.

Two officers and a mental health worker first approached Stebbins on Water Street after authorities in Penobscot County requested local police conduct a well-being check on him, Shaw wrote in the affidavit. The man’s father had called the Penobscot County authorities, worried that “his son was coming to harm him,” Shaw wrote.

After receiving a call that Stebbins was walking across the Calumet Bridge at Old Fort Western, the officers located him on Water Street. The mental health worker, Greg Smith, told Stebbins he had to come to receive a health evaluation, but Stebbins began to walk away, Shaw wrote.

Stebbins also said “that his father needs to be stabbed in the throat,” Shaw wrote.

After starting to walk away, Stebbins allegedly pushed one officer who was present, Shaw, and repeatedly punched another, Officer Robert Mathieu, as they tried to subdue him.

Both officers received scrapes and bruises, but didn’t need to go to a hospital for medical attention, Lt. Chris Read said on Friday afternoon after reading the incident report.

“We were able to escort him to the ground where handcuffs were finally applied,” Shaw wrote. “Stebbins was transported to the hospital for an (evaluation) and once released he was transported to the Kennebec County jail.”

In a complaint filed in unified criminal court, Shaw wrote that Stebbins “did intentionally, knowingly or recklessly cause bodily injury to (Officer) Robert Mathieu.”

But on Friday, during an initial court appearance via video link between the jail and Capital Judicial Center, Stebbins contested that point.

“I disagree with it being intentionally,” he said.

During the initial appearance, Assistant District Attorney Kristin Murray-James said Stebbins had prior criminal convictions from 2006 and 2009 and a pending assault charge in Kennebec County.

She also said there were some assault investigations begun in 2007 when Stebbins was an in-patient at Riverview Psychiatric Center, but those were not pursued.

She sought $2,500 cash bail with conditions that Stebbins be prohibited from having dangerous weapons, including knives.

While Stebbins was represented by Kevin Sullivan, as lawyer of the day, Stebbins addressed the judge directly several times. He said he would like to be free on personal recognizance bail and to be checked into Riverview for a month. He said he did not object to the prohibition on weapons.

Walker ordered a competence evaluation for Stebbins as well as an evaluation of his mental state at the time of the alleged crime to determine criminal responsibility.

Stebbins’ next hearing is set for 2 p.m. Sept. 13. Walker set his bail at $1,000 cash with conditions.

Farmingdale man indicted on weapons, falsifying evidence charge

AUGUSTA — A Farmingdale man originally arrested on charges he fired a weapon inside a home that sent a bullet piercing through the walls and into a second house is now facing additional charges of falsifying evidence as well as a charge of unlawful sexual contact with a child under 12.

Dylan M. Dehetre, 23, was indicted Friday by a grand jury in Kennebec County on reckless conduct with a dangerous weapon, falsifying physical evidence, discharging a firearm near a dwelling and criminal mischief, all April 5-6, 2016, in Farmingdale.

He was indicted separately on a charge of unlawful sexual contact that allegedly occurred Aug. 1, 2013-Aug. 30, 2015, in Litchfield.

An indictment is not a determination of guilt, but it indicates that there is enough evidence to proceed with formal charges and a trial.

The indictment says the firing of the weapon created a risk of bodily injury to a woman. It also says Dehetre “did alter, destroy, conceal or remove” items relevant to the investigation, discharged a weapon in a residence without the owner’s permission and damaged or destroyed windows or walls of another residence.

According to Maine State Police, troopers went to 48 Pleasant Ridge Road, Farmingdale, just before 11 a.m. April 6 to investigate a report that a bullet had been fired from within that residence.

They reported that “the bullet traveled from inside 48 Pleasant, through the wall, crossing approximately 100 feet through the woods and piercing into the neighboring residence at 50 Pleasant Ridge Drive. Fragments of a bullet were found in the neighboring residence,” according to a news release sent at the time from Steve McCausland, spokesman for the Maine Department of Public Safety.

Police also said Dehetre was legally allowed to possess firearms but also told them he had removed all his firearms from the residence recently, refusing to let troopers look in his bedroom.

After obtaining a search warrant, police reported finding a 30.30 lever-action rifle hidden in Dehetre’s room.

Industry man to be sentenced Monday for New Year’s Day hit and run in Farmington

FARMINGTON — The Industry man who was driving drunk when he struck and killed an East Wilton woman in the early morning hours of New Year’s Day will be sentenced on Monday.

Tommy Clark, 25, will be sentenced at 1 p.m. at Farmington District Court for aggravated criminal operating under the influence and leaving the scene of an accident resulting in injury or death, charges Clark pleaded guilty to on June 6 as part of a deal that would cap the suspended part of a 10-year felony sentence on the aggravated OUI charge at five years. Judge William Stokes can accept or reject the deal at the sentencing hearing Monday.

If Stokes rejects the deal, Clark has the right to withdraw his guilty pleas.

A conviction of aggravated OUI, Class B, carries a maximum penalty of up to 10 years in prison, a $20,000 fine and three years probation. A conviction of leaving the scene of an accident resulting in serious injury or death, Class C, carries a maximum penalty of five years in prison, a $5,000 fine and two years probation.

Taylor Gaboury, 21, of East Wilton, was pronounced dead at the scene on U.S. Route 2 in Farmington after the 1:40 a.m. accident.

Clark told police after he was arrested that he knew he had hit something but didn’t know what it was, then later told them he was aware he’d hit a person in the early hours of New Year’s Day, according to court records. Clark’s blood alcohol content at the time of the accident was 0.129 percent, which is nearly twice the legal limit of 0.08.

Gaboury was walking home to her parents house along U.S. Route 2 when she was struck and killed. When officers arrived at the scene, they found her unresponsive and not breathing with no identification or cellphone. Her parents tentatively identified her the following day.

In an interview with the Morning Sentinel the week after her death, her parents said she was about halfway home when she was struck and killed.

Somerset County program offers community service in place of jail time for paying offenders

After a judge found him guilty of operating under the influence, Marc Farrell, of Bradford, New Hampshire, faced a choice: He could either spend four days at the Somerset County Jail in East Madison or commit to a weekend of community service at a local junior high school.

Farrell, 56, chose to pay $225 to spend the weekend at Madison Junior High School, painting the school’s former industrial arts center along with a handful of others convicted of nonviolent minor offenses.

“It was less time for me and I’m also not lying in a jail cell staring at the ceiling,” Farrell said during a break from his second and last day of painting. “It may sound corny, but I’m in Alcoholics Anonymous now and I’ve been sober four and a half months. This is a way for me to give back to society.”

Farrell was one of four participants who recently completed the Somerset County Jail’s first alternative sentencing program, a new program that provides nonviolent offenders access to educational programs and the opportunity to do community service in place of a jail sentence.

Alternative sentencing is not unique to Somerset County — more than half of the county jails in Maine are involved in such programs — but there can be challenges to getting one started, said Teresa Brown, community corrections program manager for the jail in East Madison.

“It’s going to be a good thing,” said Brown, who added that the development of the program has been about a year in the making. “We’re saving the school money in manpower, and of course there’s the savings from these people not being in jail. Not only that but it’s community service and they’re giving back. I think having these guys leave with a rewarding experience is more beneficial to them than sitting in jail for three days.”

The program is the first of its kind in Somerset County to offer community service as an alternative sentence. In 2014 the jail started its Alternative Substance Abuse Program, in which participants convicted of drug-related offenses spend up to one year in mental health and substance abuse treatment as an alternative to jail time, but that program targets a different jail population with more of an emphasis on treatment and behavioral modification for individuals struggling with substance abuse or addiction.

Some inmates also participate in regular community service through the jail’s work program, but they still spend most of their time at the jail.

In Kennebec County, which has had an alternative sentencing program for years, about 40 to 70 participants take part four times per year, said Kennebec and Somerset County District Attorney Maeghan Maloney.

“The beauty of this program is not only does it help with jail overcrowding, but the person is paying for their incarceration rather than having taxpayers pay for it,” Maloney said. “They’re giving back to the community, they’re paying for their time in custody and they’re learning about why their crime has a negative impact on the community.”

A vast majority of participants in alternative sentencing programs have been convicted of operating under the influence, according to Maloney, but the program in Somerset County is also open to other misdemeanor and nonviolent convictions for which someone is sentenced up to four days in jail.

The cost of participation is $225 for the weekend, something that Brown said she doesn’t see as a deterrent.

“If you were going to go to jail for four days, or you could pay $225, which would you rather do?” she said. “People are willing to pay for it.”

Farrell agreed. “Maybe if somebody was financially worse off it would be a deterrent, but for me it wasn’t a big deal,” he said. “It basically cut my time in half.”

The program is also expected to generate a small cost savings for taxpayers, as it eliminates the need for funds that would normally be spent on housing the participants of the program. The cost of housing an inmate for one day at the jail is about $90, according to Somerset County Sheriff Dale Lancaster.

“Not only does it pay for itself, but it also pays money because we’re not having to incarcerate,” Lancaster said.

Brown and Somerset County Jail Program Manager Mike Welch, who oversaw the first alternative sentencing program, are both salaried employees, so they were able to be scheduled to work the weekend without an additional cost. In the future they estimate the program will pay for itself with the cost of participation in the program.

While the problem is generally considered a win-win, Brown said there were some challenges in getting it started, including having to have the Maine Department of Corrections approve the community service site in advance and getting the community comfortable with the idea of having inmates working outside the jail. Other counties might also find it hard to staff larger programs, she said.

Counties that do not have alternative sentencing programs, according to the Maine Sheriffs’ Association, are Aroostook, Franklin, Hancock, Oxford, Piscataquis and Washington.

In Somerset County, inmates sleep on cots in a locker room at the middle school and in the evening attend speaking events with substance-abuse related experts — something that is not normally available to short-term inmates at the jail, where the first 72 hours are normally spent in the intake department going through the classification process.

“It was definitely interesting to hear other people’s point of view,” said one inmate, a local resident who did not want to give his name out of fear of losing his job. “It really opens up your eyes to how bad (addiction) can get.”

After reporting to Madison Junior High School Friday afternoon, the inmates spent all day Saturday and Sunday last week painting the school’s former industrial arts center. The job was a “significant” cost savings to School Administrative District 59, said interim Superintendent Bonnie Levesque, though she did not have an exact figure.

“I think it was great because it gave them something to do for the weekend while they served their time and it was a great service for us,” Levesque said.

By Sunday afternoon, the second coat of new white paint had almost been completely applied to the garage-like building and the four participants were cleaning up the area.

“Group dynamics are an important part of the program,” Welch said. “I think by working together they have a chance to interact and to learn that somebody else got caught for the same thing and the repercussions can be different. There were some that lost jobs, weren’t able to work anymore or lost their licenses. It affected them in different ways and hopefully they learn from each other’s experiences.”

“I think the four of us got along really well and worked really well together,” Farrell said. “The staff too treated us with respect and dignity. It made me want to do a really good job.”
