Cameras in downtown Skowhegan installed to improve traffic light system

SKOWHEGAN — The town of Skowhegan has installed traffic cameras in four crucial locations downtown, but officials say they will be used only to regulate traffic lights and won’t be used to catch traffic law violators.

You won’t have to smile. You won’t be on camera.

Road Commissioner Greg Dore said two types of cameras were bought from Maine companies, one in Sabattus and one in Cape Neddick, and mounted on utility poles on Main Street at the U.S. Route 2 and 201 interchange; on High Street at North Avenue; on Madison Avenue at High Street near Cumberland Farms; and on Jewett Street next to the Rite Aid store. All of the intersections are very busy.

There are a total of 11 cameras that are replacing magnetic loops installed beneath the road surface to control when the traffic lights turn red, yellow and green.

Dore said the cameras have the capacity to film drivers at intersections, a practice that has been controversial in other parts of the country, but the Skowhegan ones do not have the equipment to hook up video and Internet service to catch rogue drivers.

“I feel the cameras are more dependable than the magnetic loops that were there,” Dore said. “Traffic detection tells the lights that there’s a car there and puts it into a cycle so the lights will change. All of the other intersections still have the magnetic loops. They detect that a car’s there, motorcycle, truck, whatever. That’s hooked to the control box.”

Dore said the in-ground loops are subject to pavement wear or overlay with new road material, ice and snow and road construction work and often have to be replaced. The new cameras sit high above the traffic and are aimed at the ground where traffic stops for the lights. He said the loops cost about $1,800 a piece. The 11 cameras, each costing about $4,000 installed, replace 18 magnetic loops, he said.

There are 17 loops left in the downtown area, eight of them at the traffic lights at the entrance to the fairgrounds, Hannaford, Wal-Mart and McDonald’s. Dore said the state Department of Transportation paid for half of the cameras and for replacing some of the loops, leaving the town with a final bill of about $11,000, which was approved by selectmen to come from the highway department’s capital reserve account.

One of the models is a 4-inch ball camera, the other is in a 10-inch long cylinder 2 inches wide.

In national cases, the cameras take pictures of motorists running red lights, record the license plate numbers and send the operators a ticket to appear in court and pay fines.

Courts around the country have dismissed tens of thousands of tickets, according to a published report on complaints about the cameras. In 2012 there were 540 U.S. cities and towns using red light cameras for something other than controlling traffic lights, according to the nonprofit Insurance Institute for Highway Safety.

“I know that they can take a picture if you run the light and send it to the police and the police can write you a ticket,” Dore said. “Whether they can enforce it, I don’t know.”

Dore said in those cases a defendant can contest the ticket and beat the charge. He said there are no plans to use the cameras for traffic law enforcement in Skowhegan. He said the equipment to hook up the surveillance aspects of the cameras is expensive.

“We don’t have any plans right now,” he said.

Cameras are not new to downtown Skowhegan. More than a dozen cameras were mounted on buildings after a rash of burglaries in 2011.

That project, which has had moderate success in deterring crime downtown, includes a wireless feeder system and monitor at the police station and cost about $19,000. The Board of Selectmen in August 2011 unanimously approved the project. The money came from revenue generated through the downtown tax increment financing district, or TIF.

A burglary and theft of thousands of dollars in jewelry from a downtown store in 2014 raised questions about the effectiveness and location of the downtown surveillance cameras. Skowhegan Police Chief Don Bolduc and Town Manager Christine Almand were not available Friday for an update on information about the downtown business cameras.

Clinton’s new police chief sees bright future for restructured department

CLINTON — Rusty Bell, the town’s police chief for the past two months, doesn’t have set hours and never knows what he’ll be doing when he gets to work.

Instead, he does “whatever is necessary.”

Bell, who had been a sergeant, has been chief since Craig Johnson, who worked full-time, retired in late June. With Bell’s new title came department restructuring and a focus on reconnecting with the community.

“If I come in for four hours in the morning and there’s nothing to do, it doesn’t make sense,” Bell said. Instead, he comes in as needed to help with administrative work, but also to help with calls or incidents. This past week, he had answered 10 calls by Thursday afternoon.

“My focus will always be to supplement what (the officers) are doing,” he said. “In a small town, we really can’t have titles.”

Bell, of Benton, owns Yankee Communications in Clinton and Yankee Trophy and the Benton Family Fun Park in Benton, so he’s flexible. He’s also not taking benefits from the job.

The changes to the department “fall within the budget without trouble,” he said. The budget, approved on June 14, is $243,000.

There is money allocated for three full-time officers as well as some part-time hours. Right now, the police department is short-staffed, with two officers working full-time, although one is listed as part-time. The department is busy, and budget savings from the changes are being applied to overtime pay, Bell said.

He hopes to hire the part-time officer as full-time in November and then hire another full-time officer by 2017 so the department is fully staffed.

“Our goal is to cover the core hours of the day, so from 7 a.m. to about 10 p.m. or 11 p.m.,” he said. The Maine State Police cover the overnight hours.

The town averages about 7,000 calls for service to the state police, Kennebec County Sheriff’s Office and Clinton Police Department each year, which is high for a town of its size, Bell said. As of June 30, the department alone had received 3,500 calls for service.

“It’s gone up a lot,” Bell said.

Bell said he thinks the department should do fine with three full-time officers.

“We’ve never had an officer assigned to just the day shift,” he said. In the past, the chiefs would work day shifts while doing administrative work.

Once the department is fully staffed, Officer Karl Roy will work the day shift and two other officers will rotate the evening and night shifts, Bell said. The department will monitor how the new system works and see if changes need to be made.

In addition to restructuring the department, Bell is continuing efforts to shift the community’s perception.

The police department is coming off some rough years. Residents initially voted to not fund the department in 2009, 2013 and 2015, requiring multiple votes before a budget was passed. Last June, selectmen didn’t reappoint Johnson after a motion to do so failed to get a second, but they did appoint him at a July meeting.

Before the budget was approved in 2013, residents complained about a poor relationship between the department and the town at public hearings.

In March, a former officer began serving a 120-day jail sentence for income tax evasion and perjury. Scott Francis, 40, of Winslow, was previously fired in 2013 after he was arrested on charges of assault and domestic violence assault, both of which were dismissed because of insufficient evidence.

“It is totally a confidence issue,” Bell said of the town and department’s rocky relationship. He said he is not in a rush to hire a new officer, because he wants to build the department back up with “the right people,” saying it will save the department time in the end.

Bell also said he thinks communication is key.

After growing up in Benton and owning multiple businesses, he knows a lot of people in town, and he’s trying to get to know even more people in his new position.

When he was a sergeant, Bell initiated posting the police logs on the department’s Facebook page. With a staff decrease, they weren’t able to keep up with that practice anymore, but now they’re starting to do it again.

Starting in 2017, Bell also plans to send reports of business checks to businesses in town so they know the police department is looking out for them.

Business checks are when officers check on potentially suspicious activity near a business, like an open door or a running car.

Most of the time, it’s the owner or an employee who left the door open, Bell said. “But at least they know we’re around checking it.”

State police investigating vandalism of at least 15 Manchester mailboxes

Maine State Police are investigating the recent vandalism of between 15 and 20 mailboxes in Manchester, according to a Monday morning post on the agency’s Instagram account.

The post includes a photo of the baseball bat that troopers believe was used in the vandalism. The wooden bat that can be seen in the photo is snapped in two and has black electric tape wrapped around both ends.

The bat also includes two markings in what appears to be red ink. One is the stylish “W” that’s used as a logo by the rap group Wu-Tang Clan.

Also written on the bat are the words “Bear Jew.” According police, that could be a reference to a character in the 2009 film Inglourious Basterds, about a team of Jewish-American soldiers in World War II.

No other information was immediately available about the time and location of the vandalism or where the broken baseball bat was found.

Father, daughter latest to be convicted in 10-person drug sting

A Corinna man and Harmony woman who are father and daughter are the latest to be convicted in a two-county drug trafficking sting that netted 10 arrests last year.

Roger Belanger, 59, of Corinna, and Kelli Mujo, 31, of Harmony and Wellington, and Central Falls, Rhode Island, were convicted of conspiring to distribute and possess with the intent to distribute controlled substances and maintaining a drug-involved premise in U.S. District Court in Bangor, according to a news release from U.S. Attorney Thomas E. Delahanty II. The eight others arrested in the sting pleaded guilty to similar charges earlier this year.

From 2002 and 2014 the pair ran a cocaine and oxycodone distribution conspiracy that stretched from Rhode Island to the Dexter area, according to the release. It said Mujo and others brought more than 22 kilograms of cocaine and thousands of oxycodone pills from Rhode Island to Maine, where they distributed it in Dexter and surrounding communities in both Penobscot and Somerset counties.

The two were among 10 people from Somerset and Penobscot counties arrested on sealed indictments in April 2015 in what was the breakup of “a major drug conspiracy,” Dexter Police Chief Kevin Wintle said at the time.

Four of those arrested pleaded guilty in July on similar charges. Mark Tasker, 49, of Dexter; Greg Tasker, 28, of Stetson; and Eugene Moulton, 57, of Harmony; and Antoinette Perreault, 48, of Harmony, pleaded guilty on charges of conspiring to distribute oxycodone and cocaine, as well as possession of the two drugs with the intent to distribute.

On Jan. 25, four others also pleaded guilty in the case: John Williams, 43, of Stetson; Cynthia Williams, 42, of Stetson; Whitney Chadbourne, 22, of Harmony; and Corey Pomerleau, 24, of Harmony.

They face between 10 years and life in prison, a $10,000,000 fine, and between five years and life on supervised release on the conspiracy charge and up to 20 years, a $500,000 fine, three years of supervised release on the premises charge, Delahanty said.

None of the 10 defendants in the case has been sentenced yet, Andrew McCormack, assistant U.S. attorney, said Monday.

The case was investigated by the U.S. Drug Enforcement Administration and the Maine Drug Enforcement Agency, with assistance from the Dexter Police Department, and the Penobscot, Somerset and Piscataquis county sheriff departments, Delahanty said.

Power tools reported stolen from Travis Mills Foundation construction site in Rome

Maine State Police are investigating the theft of power tools from a construction site in Rome owned by the Travis Mills Foundation that will eventually serve as a retreat for combat-injured veterans and their families, the third such instance of theft in recent years linked to Mills.

The tools belong to Above and Beyond LLC, the Lewiston contractor handling the renovation project, said Lynn Harvey, executive director of the foundation, in a news release. Workers noticed that the tools were missing when they entered the work site Monday morning and state police responded there to investigate.

The investigating officer, Sgt. Alden Bustard, said the value of the loss was approximately $2,300.

The power tools that were stolen included hand power saws and nail guns, said Glenn Therrien, president of Above and Beyond. Though the equipment was insured, Therrien said the amount stolen was not enough to meet the company’s deductible.

But Therrien downplayed the impact the theft will have on the company’s bottom line.

“We’re more just disappointed for Travis,” he said. “Yeah, it’s a little disappointing for us. It’s a little bit of a setback. But it’s just tools. Nobody got hurt. But we’re trying to do something for our wounded warriors, and for someone to do that, it’s just disappointing.”

The Mills foundation is currently renovating the former summer home of Elizabeth Arden, originally built in 1929 and which the group purchased in February 2015 with the goal of converting it into a veterans retreat that the foundation will operate.

Once completed, the renovated lodge that overlooks Long Pond is designed to be accessible for people in different kinds of wheelchairs.

The nonprofit Mills foundation was founded by retired Staff Sgt. Travis Mills in 2013 after he lost both his arms and legs to an improvised explosive device blast a year earlier in Afghanistan. The group’s mission is to help wounded veterans and their families.

“I’m disgusted at the thought someone would enter the property of the Foundation and steal from the very people who are helping to make sure we are on schedule to begin hosting veteran families from across the country next summer,” said Mills, who is also the foundation’s president, in a news release. “To steal from people, especially when they are doing good things for our veterans, is unconscionable.”

Mills and his organization have been the targets of two other thefts in recent years.

In April 2014, more than $10,000 worth of tools were stolen from the site where a state-of-the-art home was being built for Mills in Manchester. An Augusta woman was later convicted of that theft.

In May 2015, burglars broke into the Augusta Elks Lodge and stole more than $10,000 that were earmarked for a Mills foundation fundraiser. Three men from southern Maine were accused of that crime in December that year.

In an interview, Harvey, the organization’s executive director, said the foundation was already planning to install security systems at the renovated lodge before the weekend burglary. But the opportunity to do so had not yet come in the construction cycle.

Harvey asked police if it was unusual for one organization to be the subject of so many thefts, she said.

“They said it was quite common,” she went on. “You hear about ours because Travis is so high profile, but apparently there are people who drive around looking for construction sites. We are concerned. Everybody needs to be. It does happen, and unfortunately, it does happen quite often.”

The Mills foundation purchased the Rome property in February 2015 for $1.7 million. As of late August, a gofundme page to raise funds for the project has met $838,576 of the group’s $2.7 million goal.

Waterville man arrested twice in less than two days

WATERVILLE – A man who was arrested on two charges Saturday was arrested again Sunday afternoon on a charge he violated a condition of release.

William Reynolds, 32, of Waterville, was arrested at his Dalton Street apartment Saturday evening on charges of domestic violence assault and assault, both class D misdemeanors.

Reynolds came home after drinking with a friend and allegedly pushed on his wife’s back while she was in bed, continuing after she told him to get off of her and said he was hurting her. The wife’s adult son allegedly forced Reynolds off, and Reynolds then allegedly assaulted him and struck his face, police said. The son and the wife suffered minor injuries, said Deputy Chief Bill Bonney.

Police arrived at the scene at 8:15 p.m. The two misdemeanor charges are punishable by a fine of up to $2,000 and up to 364 days in jail.

Reynolds made $1,000 unsecured bail, meaning he paid $60 to leave and will have to pay $1,000 if he fails to appear in court. His bail conditions ordered him to not contact his wife and her son.

On Sunday, Reynolds’ wife called police to ask about his bail conditions, Bonney said. Police learned in that call that Reynolds had contacted her multiple times that day. While the calls weren’t threatening, Bonney said, alcohol was again allegedly involved.

Reynolds was arrested on Sunday at 3:45 p.m. on a charge of violating a condition of release, a class E misdemeanor, punishable by a fine up to $1,000 and up to six months in jail.

Reynolds was taken to Kennebec County jail where he waits to appear before a judge who will set new bail conditions. A booking photo was not immediately available.

Oakland man indicted on sex assault charge

AUGUSTA — An Oakland man was arrested early Monday on a warrant issued after he was indicted on a charge of gross sexual assault against a child under 18.

Joshua Adams Smith, 42, was held in lieu of $1,000 cash bail and is expected to be arraigned on the charge Monday afternoon at the Capital Judicial Center via video link from the Kennebec County jail.

According to the indictment, which was handed up by a grand jury on Friday, the offense occurred April 5, 2016, in Oakland.

A conviction on the Class B charge carries a maximum penalty of 10 years in prison.

Conditions of bail for Smith prohibit him from contact with girls under 18.

An indictment is not a determination of guilt, but it indicates that there is enough evidence to proceed with formal charges and a trial.

In a separate case, Allison Marie Knowles, 35, of Gardiner, was arrested late Friday on an indictment charging her with two counts of forgery, indicating she altered a number of checks, and one count each of theft by unauthorized taking and operating after revocation. The offenses occurred May 2-14, 2016, in China and Augusta.

She was held in lieu of $500 bail and also was to be arraigned Monday at the Capital Judicial Center via video link from the jail.

Court records indicate she is represented by attorney Stephen Bourget.

The indictments were handed up on Friday and sealed until the arrests occurred.

Maine’s former top drug prosecutor loses child porn sentence appeal

The state’s former drug prosecutor has lost an appeal of his 189-month sentence on federal child pornography charges.

James M. Cameron, 54, formerly of Hallowell and Rome, had challenged the length of his sentence in an appeal to the 1st U.S. Circuit of Appeals.

In a decision posted Monday, a three-judge panel of the court upheld the sentence, which includes two years for contempt of court when Cameron jumped bail and fled south, getting as far as New Mexico before being captured.

Cameron is serving the sentence at the Englewood Federal Correctional Institute in Littleton, Colorado, and his release date is shown as Sept. 2, 2024, according to the federal Bureau of Prisons website.

The decision, authored by Circuit Judge Juan Torruella, says Cameron’s guideline sentence — 24 to 30 years — was calculated correctly and rejects his claims of procedural and substantive error.

“Cameron was not penalized for going to trial, he merely did not benefit from the guideline reductions that might have applied for cooperating and pleading guilty. … The district court’s thoroughness forecloses Cameron’s claims of procedural unreasonableness,” Torruella wrote. He also said, “The court’s rationale regarding the sentence generally, and Cameron’s disparity argument specifically, was certainly ‘plausible,’ and the result ‘defensible,’ which is all that our review requires.”

This is the second appeal brought by Cameron within five years. The first time, the appeals court returned some rulings in his favor, overturning six of the original 13 convictions on the basis that they violated Cameron’s constitutional rights under the Sixth Amendment, which requires that in criminal proceedings, those accused of a crime have a right to cross-examine witnesses. The appeals court upheld seven of the convictions involving possession, receipt and transmission of child pornography images.

Cameron, who was out on bail and living in Rome pending a ruling in the initial appeal, cut off the electronic monitoring ankle bracelet in 2012, a day after the decision was announced and drove south, attempting to cash several checks to support himself. He was captured 18 days later, on Dec. 2, when federal marshals arrested him as he emerged from a bathroom at a store that specializes in the sale of books, movies, videos and video games.

The case began nine years ago when the National Center for Missing and Exploited Children contacted the Maine State Police Computer Crimes Unit about child pornography images under a screen name traced to Cameron’s Hallowell home.

Four computers were seized, and Cameron, who was the top drug prosecutor in the Maine attorney general’s office, was fired from that job in April 2008 and indicted on 16 child pornography charges the following February.

Cameron was convicted in August 2013 of 13 charges involving possession, receipt and transmission of child pornography images following a six-day trial in federal court in Bangor. The case was heard by U.S. District Court Judge John A. Woodcock Jr. after Cameron waived his right to a jury trial. Woodcock also imposed both sentences.

In Cameron’s original sentence in March 2011 on 13 counts involving child pornography, he was ordered to serve 192 months in prison.

On Dec. 17, 2014, Woodcock shaved 27 months off that original term, then added two years for contempt of court for Cameron’s flight from Maine, which violated his post-conviction bail conditions.

At his 2014 sentencing, Cameron said, “I’m glad I was charged, and I’m glad I was convicted. I see myself in the future as a much better person than I’ve ever been before.”

Jury convicts New Hampshire man in drunken driving case

AUGUSTA — A jury on Monday convicted a Nashua, New Hampshire, man of a drunken driving charge following a one-day trial at the Capital Judicial Center.

Ryan P. Turner, 30, was sentenced to 96 hours in jail and fined $500, and his driver’s license was suspended for 150 days.

The judge delayed execution of the sentence pending a ruling on an appeal.

The operating under the influence offense occurred March 19, 2015, in Waterville.

Man buys Corvette, crashes it same night in alleged drunken driving accident in Athens

ATHENS — A man who bought a Chevrolet Corvette on Monday crashed the car that evening in an alleged drunken driving crash on Hartland Road, police said.

Robert Smith, 71, of the coastal Hancock County town of Brooklin, is charged with operating under the influence and operating without a license in connection with the crash, according to Chief Deputy James Ross, of the Somerset County Sheriff’s Office.

The sheriff’s office was called to deal with the single-vehicle rollover with entrapment around 10 p.m. Monday in the area of 520 Hartland Road.

Smith’s arm was pinned under the car, a blue Corvette, and he was taken by ambulance to Redington-Fairview General Hospital in Skowhegan for treatment of injuries that were not considered life-threatening, Ross said.

Smith has a conditional license because of a prior OUI conviction and is restricted to operating a vehicle only with a functioning interlock system, a device that requires a driver to blow into a breathalyzer before starting the vehicle.

Because the Corvette did not have an interlock system, Smith was operating beyond his license restrictions, Ross said.

Somerset County Sheriff’s Deputy Ron Blodgett handled the call and was assisted by Maine State Police and fire departments from Athens, Harmony and Skowhegan.

The Corvette was towed from the scene. Ross said Monday that he was unsure of the extent of the damage, but he said “it probably didn’t fare well going upside down.”

Lewiston man gets 45 days behind bars for theft of a Wal-Mart home security camera

A Lewiston man was ordered to serve an initial 45 days in jail for stealing a home security camera in February 2015 from Wal-Mart in Augusta.

Andrew L. Michaud Jr., 51, was sentenced Wednesday to two years in jail, with all but the first 45 days suspended, and placed on probation for one year. The sentence follows conviction by a jury Aug. 18 after a one-day trial at the Capital Judicial Center.

Michaud was convicted of theft and violating condition of release stemming from the Feb. 15, 2015, theft at Wal-Mart.

Jurors saw a number of clips from surveillance cameras both inside and outside the store, including videos of Wal-Mart loss-prevention personnel following a man identified as Michaud leaving the store and then walking around the parking lot before getting into a vehicle and driving away.

Michaud was accused of leaving without paying for the camera.

He was ordered to pay $220 restitution for the camera and packaging that was damaged.

Michaud was ordered to begin serving the jail term on Sept. 12.

He was represented by attorney Adam Sherman. The prosecutor was Assistant District Attorney Alisa Ross.
